The mode of organizing each house of the General
Assembly shall be prescribed by law.
Each house, except as otherwise provided in this constitution,
shall choose its own officers. The presiding
officer in the Senate shall be designated as president
of the Senate and in the House of Representatives as
speaker of the House of Representatives.
Each house shall determine its own rules of proceeding.
