(a) The secretary may include in any permit or order all things necessary to carry out this articles objectives and to protect and adjust the respective rights and obligations of persons affected by a carbon dioxide sequestration facility.
(b) Every well operator required to designate an agent under this article shall, within five days after the termination of the designation, notify the secretary of the termination and designate a new agent.
