ยง 4113. Census.  The commissioner of education shall cause to be taken
  a  complete  annual  census  of  the  Indian  children between birth and
  eighteen years of age on any reservation; such  census  shall  be  taken
  between  the  first  day  of  May  and  the last day of August and shall
  include all such facts  and  information  as  are  required  by  section
  thirty-two  hundred  forty-one  of this chapter. A report of such census
  shall be prepared in duplicate and a copy filed with the commissioner on
  or before the fifteenth day of October.
