§ 195-l. Article inoperative until adopted by voters. Except as
provided in section one hundred ninety-five-k of this article, the
provisions of this article shall remain inoperative in any municipality
unless and until a proposition therefor submitted at a general or
special election in such municipality shall be approved by a vote of the
majority of the qualified electors in such municipality voting thereon.
