Sec. 19. In developing the program, the cabinet shall:
(1) receive cooperation, support, and assistance from the department;
(2) explore and incorporate, as appropriate, approaches and models from other states and organizations, including approaches to graduation requirements; and
(3) use pilot programs or other scaling approaches, as appropriate, to develop and implement the program in a cost effective and efficient manner.
