Sec. 16. The cabinet shall review data from each approved eligible program provider to ensure that the programs offered by each approved eligible program provider are achieving minimum program performance standards. The minimum program performance standards must include the following:
(1) A minimum of a fifty percent (50%) graduation rate for each cohort.
(2) A cost per graduate for a cohort of not more than six thousand seven hundred fifty dollars ($6,750).
