Sec. 4. As used in this chapter, "eligible program provider" means an accredited public, nonprofit, or private diploma granting institution with at least two (2) years of experience providing adult dropout recovery services that:
(1) include recruitment, learning plan development, and proactive coaching and mentoring; and
(2) culminate in the attainment of a high school diploma.
