The rules, policies, and procedures necessary to implement this subpart shall be promulgated by the department and approved by the authority within 90 days after August 1, 2013. The rules, policies, and procedures adopted by the authority shall be based on the principles that all employees and applicants shall receive fair and equitable treatment in all aspects of personnel management without regard to political affiliation, race, color, religion, national origin, sex, age, disability, and with proper regard for privacy and constitutional rights.
