§ 415. Application of provisions of article two of the retirement and
social security law. All the powers and duties conferred or imposed
upon the comptroller by article two of this chapter, which are necessary
for the administration of this article and not inconsistent with this
article, are to that extent made applicable to this article even though
such provisions are not expressly made applicable to this article by the
provisions of this article.
