ยง 197. Incarcerated individuals' right of appeal. Any incarcerated
individual of a public home, who considers himself or herself to have a
cause for complaint against any officer or employee of the public home,
shall have the right of appeal to the superintendent of the public home,
and to the commissioner of public welfare.
