(a) Local services for persons who abuse or are dependent on alcohol
shall be planned, financed, and implemented in accordance with article
forty-one of this chapter.
(b) Local services for persons who abuse or are dependent on
substances shall be planned, financed, and implemented in accordance
with article twenty-five of this chapter.
