Any public corporation, now or hereafter empowered by law to construct
and operate a publicly owned system for the supply of water for
drinking, domestic and public purposes to the inhabitants of any
municipality, may make application for the construction and maintenance
by the state of a water supply reservoir on lands owned by the state and
constituting a part of the forest preserve thereof in the manner
hereinafter set forth.
