Effective July 1, 1979, the executive director shall employ an assistant for administration and shall centralize under his office the following administrative functions for the entire department:
accounting;
payroll;
purchasing;
data processing;
personnel;
motor pool and vehicles;
maintenance;
printing and records; and
public relations.
