Section 2. The department of youth services shall have the management, government and care of the Lyman school for boys at Westborough, the industrial school for girls at Lancaster, the industrial school for boys at Shirley, and of all other institutions, except correctional institutions of the commonwealth, supported by the commonwealth for the custody, diagnosis, care and training of delinquent or wayward children or habitual truants or habitual absentees or habitual school offenders or juvenile offenders. The department of youth services shall have control of the land and buildings of said schools. To carry out its duties under this chapter, the commissioner shall authorize the employment within the limits of the amount appropriated therefore, such medical, dental, psychiatric, psychological, social work, legal, investigative and other expert personnel, including experts in the fields of fiscal affairs, research and planning, and personnel administration and training, superintendents, field representatives, supervisory, clerical and other employees as he shall deem necessary, and shall prescribe their duties. Physicians, dentists and psychiatrists employed hereunder shall not be subject to the provisions of chapter thirty-one or section nine A of chapter thirty.
