Any person possessing the qualifications prescribed in sections 20-500 to 20-528, inclusive, and in any regulations adopted in accordance with said sections, who desires to engage in the real estate appraisal business shall make application to the commission, in writing, as provided in section 20-509, for the specific appraiser certification or provisional license desired.
