Any person aggrieved by an action, omission to act or decision of the Commissioner of Motor Vehicles or of the Department of Motor Vehicles under sections 15-201 to 15-232, inclusive, shall be entitled, upon request, to a hearing in accordance with the provisions of chapter 54.
