Notwithstanding any special act, municipal charter or home rule ordinance, the legislative body of a municipality, or in the case of a municipality for which the legislative body is a town meeting or a representative town meeting, the board of selectmen, and the local board of education for such municipality shall consult when possible regarding the joint purchasing of property insurance, casualty insurance and workers' compensation insurance. For the purpose of this section, “municipality” means any town, city, borough, consolidated town and city or consolidated town and borough.
