(a) The board shall be composed of seven members, with position numbers and initial terms as follows:
(1) Positions One and Four, one year upon creation of the board.
(2) Positions Two and Five, two years upon creation of the board.
(3) Positions Three, Six, and Seven three years upon creation of the board.
(b) Positions One, Two, and Three shall be appointed by the Board of Trustees of the Fowl River Volunteer Fire District. Positions Four, Five, and Six shall be appointed by the Fowl River Area Civic Association. Position Seven shall be appointed by the Mobile County Commission. All board members shall own property and reside within the district. The officers of the board shall be a chair, vice chair, secretary, and treasurer. At the discretion of the board, the offices of secretary and treasurer may be combined and held by one person. The board shall elect its officers. All vacancies shall be filled for the unexpired term of any member by interim appointments made in the same manner outlined above for initial appointments. Subsequent to the initial terms, all members shall serve for a term of three years and until their successor is appointed. Board members shall serve without compensation. No person may serve more than two consecutive full terms on the board.
