(1) Describe the effectiveness of expanding competency-based education in public post-secondary institutions of education in this state and of granting post-secondary degrees on the basis of competency-based education;
(2) Identify issues and barriers, including post-secondary accreditation standards, that present challenges to implementing or expanding competency-based education programs in post-secondary institutions of education in this state;
(3) Analyze and describe student outcomes in public post-secondary institutions of education that have implemented competency-based education programs;
(4) Identify funding strategies to implement or expand competency-based education programs to all public post-secondary institutions of education in this state;
(5) Analyze competency-based education models and determine which models have been successful; and
(6) Recommend specific policy changes and initiatives that public post-secondary institutions of education in this state may implement to expand competency-based education. [2017 c.404 §1; 2021 c.523 §2]

Sec. 1. Pilot program to expand competency-based education. (1) The Higher Education Coordinating Commission shall establish a competency-based education pilot program to assist public post-secondary institutions of education in this state with expanding competency-based education.
(2) The program shall:
(a) Issue one or more grants to public post-secondary institutions of education in this state for the purpose of funding start-up costs to implement a competency-based education program within the recipient institution.
(b) Encourage public post-secondary institutions of education in this state that have competency-based programs to promote and market their programs to out-of-state individuals.
(3) The commission may adopt any rules necessary for the administration of the pilot program. The rules adopted by the commission shall include a method for reviewing and approving grant applications and determining the grant amount that a qualified public post-secondary institution of education in this state may receive under this section.
