§ 5. Public safety districts
(a) The Governor shall divide the State into public safety districts, one to correspond to each Vermont State Police troop area, as defined by the Commissioner. Each district shall be a reasonably self-sustaining, operating emergency management unit.
(b) The emergency management executive in each district shall be known as the district coordinator. The district coordinator shall be appointed by the Commissioner and shall serve during the pleasure of the Commissioner. The district coordinator shall discharge emergency management powers within his or her district. Each public safety district shall maintain on file an all-hazards incident response plan in cooperation with any local emergency planning committee (LEPC) in that district and other State and local agencies.
