    In adopting rules relating to locations for official business directional signs, the Council shall take into consideration such factors as the effect upon highway safety, the convenience of the travelling public, and the preservation of scenic beauty. (Added 1967, No. 333 (Adj. Sess.), § 12, eff. March 23, 1968; amended 1969, No. 92, § 9, eff. April 19, 1969.)
