    ยง 834-a. Policing. Any county, city, town or village within the
    territorial limits of the district may, by ordinance or resolution of
    its governing body, make covenants with the authority which shall
    provide for the policing of designated property of the authority by the
    police of such county, city, town or village with the same powers as
    such police have in such county, city, town or village.
