ยง  54-h.  State  aid to local governments for housing maintenance code
  enforcement. 1. The commissioner of housing and community renewal  shall
  grant  state  aid  to  cities  in  the amount of fifty per centum of the
  amount of money expended from funds raised by taxes imposed by such city
  during the city fiscal year, up to a maximum  amount  of  eight  million
  dollars in any one year, by a city of over one million population by the
  department  of  housing  preservation and development for enforcement of
  the multiple dwelling law and  any  other  provision  of  law,  rule  or
  regulation  in  relation  to  the  maintenance,  use, occupancy, safety,
  sanitary condition and inspection of any  building  or  portion  thereof
  which  is  occupied  or arranged or intended to be occupied as the home,
  residence of one or more human beings, not, however,  including  one  or
  two-family  houses,  as  determined  by  the commissioner of housing and
  community renewal.
2. The mayor of each city desiring to make application for  state  aid
  under  this  section shall annually on such dates as may be fixed by the
  commissioner of the division of housing and community renewal, submit to
  him the request of such city for such state aid and shall  support  such
  request  with  such  information  as  the  commissioner may require. The
  commissioner shall prescribe the form in which such information shall be
  submitted.
