ยง 4801. Establishment of home schools.  The common council of any city
  having  a  population of over seventy thousand but less than two hundred
  fifty thousand inhabitants may adopt a resolution  by  a  majority  vote
  establishing  a home school for the purpose of giving instruction in the
  trades, industrial, agricultural and homemaking subjects in addition  to
  instruction  in public school subjects to children of the city and other
  children not more than eighteen years nor less than eight years  of  age
  who  may be admitted thereto as hereinafter provided.  Such school shall
  be  known  as  the  Home   School   of.................(Name   of   city
  establishing school).
