(a) an officer of the United States navy or naval reserve who has
attained a grade of commander or higher;
(b) an officer of the United States marine corps or marine corps
reserve who has attained a grade of lieutenant colonel or higher; or
(c) an officer of the United States coast guard or coast guard reserve
who has attained a grade of commander or higher.
The commanding officer of the New York naval militia shall maintain
liaison with the United States navy, United States marine corps, United
States coast guard, and their reserve components.
