The commissioner shall be authorized, in conjunction with the
commissioner of the office of mental health, to create crisis
stabilization centers within New York state in accordance with article
thirty-six of this title, including the promulgation of joint
regulations and implementation of a financing mechanism to allow for the
sustainable operation of such programs.
