    ยง 3.03 Office; commissioner. The office of parks, recreation and
    historic preservation is hereby continued in the executive department.
    The head of the office shall be the commissioner of parks, recreation
    and historic preservation, who shall be appointed by the governor, by
    and with the advice and consent of the senate, and hold office at the
    pleasure of the governor.
