ยง 264. Rules and regulations. The board of supervisors shall have
power to adopt, amend and repeal, from time to time, rules and
regulations for the operation of a county district and the use of water
in a water district including regulation of the manner of making
connections and the construction of the county system and all facilities
and appurtenances.
