ยง  25.  Mutual  assistance  by  institutional  and local fire fighting
  facilities. In cooperation with the development and operation  of  plans
  for mutual aid in cases of fire and other public emergencies, the warden
  or  superintendent  of any state institution in the department, with the
  approval of the commissioner, may authorize the fire department  of  the
  institution to furnish aid to such territory surrounding the institution
  as  may  be  practical in cases of fire and such emergencies, having due
  regard to the safety of the incarcerated individuals and property of the
  institution  and  to  engage  in  practice  and  training  programs   in
  connection  with the development and operation of such mutual aid plans.
  Any lawfully organized fire-fighting forces or  firefighters  from  such
  surrounding  territory  may enter upon the grounds of the institution to
  furnish aid in cases of fire and such emergencies.
