Article 23 - Regulation of Theatrical Syndication Financing
23.01 - Legislative Findings and Declaration of Policy.

ยง 23.01. Legislative findings and declaration of policy. The
legislature hereby finds and declares that:

1. The maintenance and well-being of the legitimate theatre in this
state is essential to the cultural, moral and artistic well-being of the
people of the state.

2. It is hereby determined and declared that the promotion and
financing of theatrical productions, as defined in this article, are
matters affected with a public interest and subject to the supervision
of the state for the purpose of safeguarding investors and other members
of the public against fraud, fraudulent accountings, financial
misconduct, exorbitant rates and similar abuses.

3. It is further determined and declared that the integrity of box
office operations as they relate to the allocation, distribution and
advance sale of tickets to the public for theatrical productions,
concerts, sporting events or other events, as defined herein, is a
matter affected with a public interest and subject to the supervision of
the state for the purpose of safeguarding ticket purchasers against
practices which lead to charges beyond the premium permitted by law for
tickets to such events, to the inability of such purchasers to obtain an
exchange of tickets or refund following the nonperformance of the event
for which tickets were purchased in advance, and to other similar
abuses.
