§ 202. Divisions. 1. There shall be in the department such divisions,
bureaus and other units as the commissioner from time to time may
determine to be necessary and the director of the budget shall approve.
2. The commissioner may, from time to time, abolish, transfer and
consolidate divisions, bureaus and other units within the department not
expressly established by law as he may determine necessary for the
efficient operation of the department.
