ยง 1610. Trustees'  annual  report  to  district.    The trustees shall
  render to the district, at its annual meeting, a  just,  full  and  true
  account  in writing, of all moneys received by them respectively for the
  use of the district, or raised or collected by taxes, in  the  preceding
  year,  and of the manner in which the same shall have been expended, and
  showing to which of them an unexpended balance, or any part thereof,  is
  chargeable;  and  of  all  drafts or orders made by them upon the county
  treasurer, collector, treasurer or other  custodian  of  moneys  of  the
  district;  and  a  full  statement  of all appeals, actions or suits and
  proceedings brought by or against them,  and  of  every  special  matter
  touching the condition of the district.
