(a) submits a bid which is lower than any other bid and whose
production facilities for such tickets are located in this state; or
(b) submits a bid which is the lowest of any bid submitted by a
responsible bidder whose production facilities for such tickets are
located in this state and which bid does not exceed by more than ten
percent the bid of any responsible bidder whose production facilities
are located outside the state; or
(c) has located his production facilities for tickets outside the
state and submits a bid of which one hundred ten percent of the amount
thereof is lower than any bid submitted by any responsible bidder whose
production facilities are located in this state and is lower than the
bid of any other responsible bidder whose production facilities are not
located in this state.
