(a)  by  first class mail on all known respondents for whom there is a
last known address; and
  (b) by publication on unknown respondents and  known  respondents  for
whom  there  is  no  last  known  address  in  the  manner  provided  in
subdivision two of section twelve hundred six of this chapter; and
  (c) by first class mail, together with a copy of the petition, on  the
clerk,  registrar  or other officer in charge of the agency, department,
instrumentality or corporation having possession, custody or control  of
such  property, together with a statement that no personal claim is made
against him.
