12 - Money for Celebration of Legal Holidays in Cities.

ยง 12. Money for celebration of legal holidays in cities. The common
council of any city is hereby authorized to appropriate and set aside
each year such sums it may deem proper for the purpose of providing for
the due and proper observance of any legal holiday in such city.
