ยง  12.  Annual  reports  to  legislature  by  institutions entitled to
  receive money from state. All institutions and societies entitled by law
  to receive money from the state shall  make  an  annual  report  to  the
  legislature  on or before the fifteenth day of January in each year, and
  no such money shall be paid in any such case until such report is made.
