Sec. 6.
(1) The racing commissioner shall receive an annual salary as appropriated by the legislature. The racing commissioner shall appoint 2 deputy commissioners and 3 state stewards of racing as special deputies for each licensed race meeting in the state. For the purpose of carrying out this act, the racing commissioner may delegate the performance of his or her duties to the deputy commissioners or special deputies. A deputy commissioner and state steward shall take the constitutional oath of office and may exercise any power granted by the rules of the racing commissioner promulgated pursuant to this act. A decision of a deputy commissioner or state steward may be appealed to the racing commissioner pursuant to the contested case provisions of the administrative procedures act of 1969, Act No. 306 of the Public Acts of 1969, being sections 24.201 to 24.328 of the Michigan Compiled Laws. The racing commissioner shall employ other personnel as necessary for the administration of this act within the limits of the appropriations made by the legislature and subject to civil service rules. The racing commissioner is entitled to the reasonable and necessary expenses incurred in performing his or her duties prescribed in this act.
(2) The racing commissioner shall keep a record of all proceedings and preserve all books, maps, documents, and papers belonging to the racing commissioner or entrusted to the care of the office of racing commissioner.
(3) The racing commissioner shall make an annual report to the governor before April 15 for the immediately preceding calendar year, which report shall include a statement of the racing commissioner's receipts and disbursements and additional information and recommendations that the racing commissioner considers necessary or the governor requires.
