Sec. 1.
This act shall be known and may be cited as the "Glenn Steil state revenue sharing act of 1971".

Jan. 12, 1999 Constitutionality: Revenue-sharing payments to local units of government are expenditures authorized by appropriations, and are subject to reduction by the Governor where necessary because of a decline in estimated revenue, notwithstanding the balance in actual payments which the decline will occasion, because the constitution does not require that the reductions be proportionate to the decline.
