Section 9. The department, after consultation with the departments of mental health, developmental services and public health, shall define the circumstances in which school committees may be required to provide special classes, instruction periods or other special education programs for school age children with a disability and shall provide standards for class size, curriculum, personnel and other aspects of special education for such children.
