Section 12. If a person, who has received a certificate as described in section eleven, desires to be sent to any state or place where he resides, or to friends willing to support him, the department of transitional assistance, on the advice of the department of public health, may remove said person, if in its judgment it is for the interest of the commonwealth and of said person.
