76-12a07. Rules and regulations; operation of institutions; admissions; restrictions on secretary for aging and disability services. The secretary may adopt rules and regulations for the government, regulation and operation of institutions. The secretary may adopt rules and regulations relating to the assignment of all persons admitted to institutions, except that the secretary shall take no action to transfer or assign any person admitted to an institution for the purpose of circumventing the restrictions imposed by K.S.A. 75-3373, and amendments thereto.
