Sec. 6. The trustees shall make the final determination on any controversy between the institute and any local governmental entity, eligible entity, or entitlement jurisdiction on local program priorities and grants, subject to the procedures and applications for review as required by the Omnibus Act and the Juvenile Justice Act.
