Sec. 1. As used in this chapter, "appointing authority" refers to any of the following:
(1) The governor.
(2) The speaker of the house of representatives.
(3) The minority leader of the house of representatives.
(4) The president pro tempore of the senate.
(5) The minority leader of the senate.
