Sec. 1. There is hereby created a commission to be known as the Indiana commission for arts and humanities in education. The commission consists of eight (8) members and the secretary of education. The eight (8) members shall be appointed by the governor and shall serve for a term of four (4) years. However, four (4) of the commissioners who are initially appointed shall serve for two (2) years. In the event of a vacancy, the governor shall appoint a successor to complete the unexpired term. In making such appointments, due consideration shall be given to any recommendation made by any other organization concerned with or engaged in arts and humanities in education. Insofar as is practical, members of the commission shall be selected so as to give representation to the various geographical areas of the state and to interested organizations. The secretary of education shall serve as chairperson of the commission.
The meetings of the commission shall be held at least semi-annually and at such other times as may be necessary. All meetings shall be upon call of the chairperson.
The members of the commission shall not be required to devote their full time to commission duties, but shall devote such time as is necessary to carry out said duties under this chapter. Members of the commission shall serve without pay, but shall be reimbursed for their reasonable and necessary expenses actually incurred in carrying out their duties. Five (5) members of the commission shall constitute a quorum for the transaction of the business of the commission.
