Sec. 5.5. Each regional services council shall include in the plan a description of how the department will implement the plan in the service region, including the following:
(1) Organization.
(2) Staffing.
(3) Mode of operations.
(4) Financing of the child protection services.
(5) The provisions made for the purchase of services.
(6) Interagency relations.
