Sec. 10.5. The treasurer of state, as chairperson of the board, shall administer, manage, and direct the affairs of the board under the policies and direction of the board. In carrying out these duties, the chairperson may do the following:
(1) Approve all accounts for salaries and allowable expenses of the board, including:
(A) the employment of attorneys, consultants, employees, and agents that may be necessary to assist the chairperson in carrying out the duties; and
(B) the setting of compensation of persons described in clause (A).
(2) Approve all expenses incidental to the operation of the authority.
(3) Perform those duties and functions that are delegated to the chairperson by the board or that are necessary to carry out the duties of the chairperson under this chapter.
