L. 1984, p. 926, § 2, not codified by the General Assembly, provides: “This Act shall become effective upon its approval by the Governor [March 28, 1984] or upon its otherwise becoming law for the purpose of allowing the Governor to consider appointments pursuant to said quoted Code Section 47-17-20 of Section 1 of this Act. This Act shall become effective for all purposes on July 1, 1984.
