There is established a Health Literacy Council in the District of Columbia that shall advise the Mayor and the Council on promoting health literacy for residents of the District and helping residents develop a working knowledge of mental health.

Section 7023 of D.C. Law 22-168 repealed section 7 of D.C. Law 22-66 amending the applicability restriction impacting this section. Therefore the creation of this section by D.C. Law 22-66 has been implemented.
Applicability of D.C. Law 22-66: § 7 of D.C. Law 22-66 provided that the creation of this section by § 3 of D.C. Law 22-66 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been implemented.
