Section 7068 of D.C. Law 23-149 added section 3a to D.C. Law 22-267 providing that the creation of this section by D.C. Law 22-267 is subject to the inclusion of the law's fiscal effect in an approved budget and financial plan. Therefore the creation of this section has not been implemented.
