Any person aggrieved by a decision of the administrator rendered under section 27-138b may appeal such decision to a review board composed of no fewer than three members of the American Legion State Fund Commission as specified in the bylaws of the American Legion. All appeals taken pursuant to this section shall be based solely upon the record of the hearing conducted pursuant to section 27-138b. A person aggrieved by a decision of the review board may appeal to the Superior Court.
